ACTIN's parent company, S Squared, was founded by Steven Spradlin in the mid-1990s as an outgrowth of the international telecommunications service development group MobiLink, later re-branded as Ranger Wireless Solutions. Ranger was responsible for developing new and innovative cloud-based solutions for major technology companies across North America including GTE/Bell Atlantic/NYNEX (now Verizon), SBC/AirTouch/Bell South (now AT&T), and Mobility Canada.

Mr. Spradlin toured North America extensively speaking live and producing video segments on the developments of Ranger. During this time, he was responsible for the development of various cloud technology solutions including his invention of a database routing method for wireless calls (US Patent No.5,946,623) currently in use by the majority of wireless carriers across North America.

Steve Spradlin anchoring KETV public broadcast news show in 1984S Squared eventually sold Ranger Wireless Solutions and its patented technology solutions in 2001. It was at this time that S Squared began developing and focusing on the small-to-mid sized organization. The new company, ACTIN, evolved into a successful utilities consulting business utilizing their cloud technology experience; saving companies thousands of dollars not only in their telecommunications but also energy, natural gas, and internet/data applications.
